I never added anything to stimulate microbial activity in traditional hydroponics - as organics and hydro are often considered mostly incompatible - so you'll have to ask some of the other gurus.  I do see that some herb growers use carbohydrates as "sweeteners" for final product, but I think that's a completely different issue.  I don't think that would be of interest to a pepper grower.

A lot of people brew compost tea. Most stores even have days where they brew it free for the public.

The only thing I would buy at a hydro store is a seed starting tray. Maybe a bulb if I was in a pinch.

I buy the shit out of coco coir and perlite at my local store.  The always have the best prices.
