Tiny new leaves?

So I noticed on one of my bhuts, at about 2 inches tall, tiny little leaves starting to form on the stem where the cotys were and where the other leaves are growing from. It's just that one bhut, and I'm not worried about it, but since it's the only one of all my peppers doing it I was wondering if anyone knows what causes that?

The main growth node might have been damaged...

I just noticed the same thing on one of my seedlings. Everything looks healthy and I'm not aware of anything specific that happened to it, but I suppose it could have taken a little bit of random damage, a bug bite or something.
