What are these? Insect ID please

Hi guys, I have found these wondering around my plants. I am not sure what they are or if they are even a pest. Hopefully the photos are sufficient, in one of the photos some perlite can be seen floating which helps to gauge size.

     Those are wooly aphids. https://en.wikipedia.org/wiki/Eriosomatinae  I see a few of them every spring around here. They float on the breeze and look like little particles of white ash from a wood fire. I don't know if they're much of a pest, though.

I am going with Hybrid Mode 01.  If that is what they are, they are not a horrible pest outdoors.  Simply hosing down the plant that is infested will help.  Spraying with a pepper infusion will cause them to find other eats.  But if you bring them indoors, oh my they can be a pain in the ass to deal with organically.

Looks like a wooly adelgid. It is aphid-like so I believe anything you use to control aphids will work on these.
