How long have they been there? Are you using a heat mat? What is the avg air temp?

What are they on to keep them moist? Lady pad?

yeah,. lady pad, sanitary napkin, it holds moisture well i covered the container and put it on warm surface like my internet modem :) some folks told me to try. :) we'll see how this works. :)

That was my thought too. Try using damp coffee filters instead.
 
Also, I'd think that the pads would be worse that paper towels about allowing the rootlet to become interwoven with the material.
 
Let the ladies use those things.... Why just don't use a soil mix? Or like RocketMan suggested, a coffee filter, if you don't want to use soil. That thing combined with the warmed container, I suppose will result in a dry medium. If the cover have no water drops, for sure is dry inside your container.
 
Thus far this year I've only had trouble with a few seeds sprouting - Stavros pepperocini (bought from China by way of Amazon), Alleppo and Urfa Bieber.  Pretty much everything else sprouted and did ok till I got called away and didn't water anyone for a couple days.  I'm using peat pellets on a heat mat under floros same as last year when I got similar results.  
 
Every body has there own way of doing things . I soak my seeds in a weak camomile Tea in medicine bottles in the fridge over night and then sow them in seed starting soil on heat mats and cover seed starting kits with towels and the heat is on. less than a week  I have seedlings popping up.then i take the clear dome off and turn on the lights and fans . :dance:

you can also add a micro nutrient to the water with the tea. I call it feed the seed. They just seem to want jump out of their casing faster.
 
you probably have to change your seed source, there are plenty reputable seeds vendors, most of them have intl shipping.
there is a separate forum here for vendor reviews, pick one vendor, stay off ebay or amazon , grab a cone-type coffee filter, ziplock bag, water, warm place, 1-2 weeks..and presto,
it's foolproof.
 
What worked for me and I had almost 90% germ of 50 seeds is: I soaked in a paper towel/zip lock overnight in RO water (regular will do) 1/4 cup mixed with a cap of 3% hydrogen peroxide. From there I put them into a germ tray (super sprouter) and sowed them with MG seed starting mix. I used the dome as well as a heat mat. The whole dome, mat and tray was like $40 from amazon. You can get a setup way cheaper though but I think the peroxide and heat mat had the most impact aside from seed vendor quality. I used puckerbutt but there's lots of great ones out there. Pretty much all that germed did so within 14 days...
 
one folk who advised me to try this is "pinoy83" and he said it works.. no worries guys this is just experimental just trying new things. :)

1st day looking good it keeps the seeds moist bec it is covered :)
