I use an old plastic garbage can as well. I put the lid on every night and when I get home from work I drop a double tube aerator into it and run it for a few hours everyday. Seems to keep the skeeters out and keeps the water from stagnating.
I agree with SS. My peppers looked the same way when I was over watering them. Cut back the watering to once a week or when they start to wilt slightly.
I think I narrowed the damage down to some type of beetle. It looks like a Lady Bug but is a dark beige color instead of red. I was killing caterpillars everyday until THIS happened. No leaves left for then to munch on. :(
