Yeah. Anyone can plop a bunch of extract on some wings. I personally am not a big fan of this practise.
The chef says : "My Bangladeshi mother is currently growing a hybrid chilli called the Hulk, which will be all the hottest chillies in one and register 3 million Scoville on its own."
Let's take this claim with a grain of salt for now. If a stable "Hulk" hybrid hasn't been developed yet, then how does he know it's going to be 3 million Scoville units ? Also, that would be a pretty incredible leap up compared to the current world holder.
Maybe he thinks capsaicin content is accumulative.
For now I call bs.
