are these sprouts big / healthy enough to transplant?

they're probably overwatered due to all the thunderstorms we've had in south florida for the last 2 weeks so I was just wondering if it'd be a good idea to transplant them or if I should wait until it's sunny

Agreed with nightshade. Transplants prefer a little recovery time in the shade or darkness, so do freshly injured & shocked plants. 
 
Most would wait till they grow a couple of inches higher before transplanting. They are vulnerable to everything at that size including birds, slugs, caterpillars, damping-off-fungus etc.
