It's called a rake. When they cut hay or alfafalfa, it comes out of the swather (mower) in rows. They let it dry for 1-5 days, then they use the "rake" to "turn it" and dry some more 1-5 days.
I'm guessing you saw it parked there, but it is only used for bailed products, (somewhere nearby). It's used for "turning the crop" for drying before bailing. That much I know. Prolly doesn't have anything to do with peppers where you saw it parked.
If you tried to turn soil with it, the tongs would get all bent to sh-duby...

This model, as the one you showed is for monstrous Round bails (2000 lbs.) This particular rake gathers multiple rows of hay and gathers it into one row for the huge bailers that will pick it up and ... bail it.
