chocolate habanero going bonkers

Anybody ever seen a pepper plant do this?  I first noticed these kind of feathery leaves sprouting out of the main stem.  Then after that all the new growth in the top "canopy" part of the plant has looked similar.  Long, skinny curled leaves, a little more yellowish than normal leaves on the plant.  2 other chocolate habaneros I bought in the same 3 pack in same growing conditions are normal.

any weed killer being sprayed within a couple miles of you ( fields )  ?    wet , cool nights ,over fert. ,  mites , bad genes .      :onfire:
