From coastal Los Angeles

I'm fairly new to growing chilies from seeds, but I've been growing chilies for a long time, especially Habanero, and want to expand into new flavors.  I've had plants grow as volunteers, but I'm having trouble getting seeds I've bought to sprout and hope to learn more about that.  I live in a frost free zone and therefore have chili plants produce throughout the winter and into March, but early spring not so much.  I make a lot of hot sauce to get me through the times when I don't have chilies in my yard, however.
 
I'm in Westchester, north of the airport and fairly close to the beach.  We moved here from Venice in order to afford a larger house.  I grow all my chilies in pots because I have terrible soil here, but the soil I had in Venice was great.
