indoor growing peppers for the first time indoors need help!!

hi, i am planning on growing thai peppers indoors. currently i have 4 seeds germinating in a damp paper towel in a zip lock bag. i just want to start off with about one or 2 plants only and i was wondering on what kind of setup is needed. do i need to make a grow box, what kind of light bulbs needed from growing seeds to full grown plants.

i just wanna know what lights to use and when. i have a bunch of Florissant lights T5 and T8. T5 is 10,000k and 4ft long 2 bulbs and i have a smaller t8 one bulb. what should i use at the beginning of growing and what should i use for mature plants? do the watts matter?

I have one 18" 15w t8. Do u think that's ok for starting the plants?
And I have 2 10,000 k f28-t5-bp for mature plants?
