I've used garlic chives planted between rows of chiles in the past to deter aphids and other bugs from hanging around, you could also try that.

Pesky little buggers, all over my orchids, tomatoes, CHILI!!

I'm not as green as others when it comes to killing those bastards!

I use the strongest possible chemicals so they die a horrible and slow death!!!
