how do you take care of this pepper plant?

just got a new pepper plant from my friend but it looks like this. how do you take care of this plant? any suggestion would be very appreciated!

I have had few overwintered plants that did not have anything more than a green stem sticking out of the coco coir, but they did come alive after some time. I would give it some light, but not direct sunlight and not water it too much for the time being, before you see some green growing in the stem.

did you trim the root?

I did not do such things as those air-pots did a really good job at keeping the roots nice and perky during the winter time.
