Insect identification?

Hello,
 
Have gotten some small insects on some of my plants. See attached images. According to my research it seems like thrips? Can anyone confirm? They're about 2 mm and the affected plants have leaves with brown parts with small tiny black dots on 'em. The insects seems to mostly jump quite large distances but I have seen em fly also.

Ok, thanks. Have killed about 30, showered my plants and sprayed some soap water. Hope it gets better... I think the potted thyme I bought a week ago is to blame...
 
Looks like a sort of leafhopper, of which there are many. Neem will definitely take them out. They tend to be a constant part of the landscape no matter what is used, but if kept in check they can't do real damage.
