Can't you bring your out side lights inside?
From my own experience no it didn't have fun of an negative effect. If anything, the plants loved the move into the sun!
I'm fairly sure that they will be fine as long as they get a minimum of 6 hours of direct light a day.
You might want to consider moving the into the sunlight for just a few hours a day at first, or put them out in diffuse sunlight by putting them under the shade of a tree or bush etc. Then move them into full sun after a day or two.
