lighting Lighting Fixtures - White or Silver

I’m going to be replacing some of my ballasts next week.  While doing so I thought I would repaint some of my 4 ft shop light fixtures, mainly for uniformity reasons. Half are the standard appliance white and half are silver steel gray. My question is which color reflects the most light, silver or white. Or does it even matter.
 
As far as a reflector or baffle, silver is more spectral and produces more reflected light. White will refract the light more......giving an even illuminance .
 
Can't imagine silver steel gray reflecting too much....
