Making a DWC

When filling up your DWC system with water or nutes, do you have to submerge the net pods in the water? or does the water level have to be just below the pod?
 
I have limited experience with a few batches of lettuce, but...
I kept the net pots partially submerged until the roots grew down into the reservoir.
 
not exactly sure what DWC is exactly... but in general hydropinc growing, the net pods are suspended above the water level. always wondered how the root get down there starting out... maybe theres enough moisture around them?

I'm a soil grower myself, so I have little personal experiance with hydro :/

a DWC is a deep water culture system. i think they are like bubblers, but dont take my word on it cause im a noob. i transplanted a plant to the DWC and it didnt look good for 2 days and i didnt want this particular plant dying so i retransplanted it back to soil. what im trying to build is a bucket aerogarden.
