I built one similar to yours, but mine has a temperature controlled heater with small vents at the top and a extra fan if i have a big load I built mine to dehydrate apple and peaches but can do peppers too. Mine has wheels also and a latched door. I built the whole thing for less than a $100.00 time included and it works great.
Building one out of sheet metal and welding it together would be just as easy if you have a mig or tig welder and a sheet metal cutter and bender with some steel tubing , It would really help if you worked at a metal fabrication shop you could get all the bending and cutting done for you along with getting all the scrap metal you wanted.
