need alittle advice on these plants

anyone know what might be going on here. a handful of my plants have this going on

This, I've had quite a few plants look like this when I've had aphids. If it is aphids a quick once over of the plant should reveal if they're the culprit.
 
will consider the bone meal. not aphids. gave them a thorough look over, nothing under her skirt. i know what you mean though. ive had others with aphids that did something similar. but with this the leaves curl up, the new growth starts to look like crap, and she'll start to lose her flowers. most of them. cant figure it out

What is the soil composition?  Is that mulch on top of the soil or is it all like what is pictured on top?
 
What is the water source?  Is the area subject to a lot of acid rain?  Do you know the soil pH?
 
My first guess would be magnesium deficiency.
