No Frost = Plants Dont Die?

I want to leave some Chile plants (Pequin, Red Savina, Chocolate Hab) at my fiance's in Santa Barbara...since the winter high's are Mid to Upper 60's and the lows are Mid to Upper 40's...and the fact that it doesnt freeze in the area, would the plants make it through the winter?

No killing frost, but cold temps should slow growth and not kill the plant right?
 
Won't they just slow during the winter... and then grow again in the spring? This is what I expect 30 minutes south of Santa Barbara. Gota love California!
 
with those temps you should be able to grow year round, but as you say, the plants will definitely slow down and may even drop most of their leaves...

They will be grown in Goleta...just up the road from you....and the weather is perfect....each day....I think, man the Chiles would like it here =)
