I saw this on a Home Depot commercial. I thought it would be a cool project for the girls, but how cool would this be if it were all peppers?!?! It would grow but you'd probably get a bunch of tiny plants with tiny pods since the root system wouldn't have much room.

Yeah it wouldn't be near as full or lush as the flowers. I also couldn't see planting that many to get a bunch of peppers the size of marbles. I tried a pepper topsy turvey last year. Very small plants and peppers. They ran out of room. I'm gonna try it again this year with some Thai and birds eye. What's the worst that can happen?
 
Use stuff like aji lemon that work well in hanging baskets.
Stuff that can still do well in small pots.

I have several plants that bud up in 4 1/2 inch pots that I want pure seeds from.
Some wilds are also less bush like and in small containers grow more vine like plants.

Several different peppers seem to adapt well to small growing areas/enviorments.
A lot of peppers don't mind being root bound and still put out pods.
Fill it with ornamentals that do ok small.
Lots of options to choose from.
Research a few pepper data bases for smaller varieties.

I bet you can get a really colorful tower using the right varieties of peppers.
Might not get as many pods per plant but if you treat it like a semi hydro grow(low nutes every time you water),I bet it would work out.
