Plant not flowering

I have a Peter pepper plant that I've had in a pot since last season. I wintered it in the house and was getting some peppers on it, now that summer is here and I have moved plant outside I haven't had a single flower, and well-No peppers.
 
Any idea what may be the cause, or what to do to get it to produce something?

And at this point it's the only plant I have since all the rain on the east coast has drowned my entire garden
