this has not grown in about a year or produced chiles, and the leaves stay light green no flowers either is it sick?

I transplanted this like 4 days ago and the leaves are weak and wilted will the plant surive?

The first looks like it could benefit from new shoes. Take it out of the pot, prune the roots back, and repot it with fresh soil. The second may just need some time to establish the roots in its new home
