really small wrinkled new growth on trinidad chocolate scorpion

my other trinidad scorpion is doing fine but the one I have in ground doesn't have any flowers and the new growth looks really weird, what could it be?

Some of mine have done that too. I'm interested too.. What ever it is they dont like it. I think next year it's all gonna be in pots and buckets. The cayenne, kung pao and super chillies i planted seem to be ok. Its just some of the Chinese varieties that don't.

(in my case) why would it be some and not others in the same area? What's the best way to treat it?
