seeds Rotten/dead seeds in the pod?

Greetings all! While cutting up peppers tonight, I encountered what appears to be dead or rotten seeds within the pod. Here is a picture with two different pods showing it. I had a bunch of savina last year that did the same thing. I've seen this on several different peppers this year. Anybody have an idea on the cause?

Was there a bug hole in the pepper somewhere? Mine get them under the cap. I am guessing if you remove the stem you will find a bug hole.

I didn't see any bug holes. I checked under the cap of the few I had nearby, and didn't see any (unless they are really small). I'll check again later on when I harvest more.

Any suggestions on dealing with this? Almost all my savina's and part of my scorps are affected by this.
