Sad Grenada Seasoning Pepper plant

Trying to save this plant from last year, hoping for some pointers.  Growing in coco+peat+vermiculite+perlite+mushroom compost.  Pruned back after a not very productive summer, maybe 12 pods total...
 
New growth is very very pale and clumped (short internodes?) Yellowing of older leaves with brown papery margins.
 
Is this nitrogen deficiency?

Also wondering whether I should cut back the branches altogether to maybe 6 inches from soil to sort of start over?
 
I'm in zone 10a
