Should I pick pods as soon as they turn 100% red?

Picking is one thing, eating is another.  In my opinion the flavor improves if at least a couple weeks, and sometimes longer, elapse after the pod has fully reached its ripe color... right about when the walls of the pod start to ever so slightly soften.
 
Not all pods turn red. I agree with above, taste and learn. The Thai Prik York I grew this year I thought I was supposed to eat when pale green (according to package) but it ripens to red so now I wait!
 
Most people don't know what they're missing by picking their Jalapenos while still green. The flavor doubles when they go red. I let my Purple Jalapenos stay on the plant until they've gone at least halfway from Purple to Red. I learned the same thing with my Cow Horns last year. Sure, they're perfectly edible when green, but the heat and flavor both increase if you wait til they go red.
