Sick plant help

I'm hoping to get some help with an unhappy aji dulce plant.  It was a transplant, so I don't know what it was started in.  When I got it, I transplanted into Organic Mechanics container blend with some Espoma tomato tone mixed in.  It was also watered once with a weak dose of Espoma Grow liquid fertilizer before transplanting. 
 
It's been very wet where I live the last few weeks, so I was worried it might be infected with something and spent hours online trying to figure out whats wrong, but I didn't see anything that seemed to match.  I'm now leaning more towards a nutrient deficiency or insect damage or maybe both.  The new growth seems pretty pale to me and appears to be sort of deformed.  Just in case it was some pest, I sprayed it last night with some insecticidal soap.

Hi,
I am new to growing peppers and this site myself.
However, I have a lot of experience of growing a plant which in many ways has similar needs.
I had 9 plugs delivered and got my growing wrong from beginning but have turned all of them around.
I am growing them in 80% coco coir and 20% peat compost with some perlite mixed in.
I added some Epsom Salts into the mix.
I then flushed them with ph 6.8 water with Epsom salts added.
In my head, I've cleaned any poo out of the growing medium.
They have now taken off and are getting an organic tomato feed twice a week.
If you were to follow this method, remember to feed them properly as coco holds no nutes at all.
When in doubt.....back to basics.
