Stunted Sapporo

This plant is 3 month old sapporo and way behind the others. I know it's because it's flowering but why before all of the others? My light cycle is 16/8 and the temperature is 85f with the lights on and 65f when they are off. I do want it to get bigger to plant it out soon so should I top it? or just pluck the flowers or just let it go?

Judging by the pic's id say no dont top it. Replant it into something bigger and snip the buds of when you see them.
