Thoughts on Majestic Earth Pro Grower's Mix

So I found some ghost pepper and habanero baby plants I want to really grow on my deck. Will this work, or should I definitely spend the extra $$ on this one-

Will I need anything in addition to this other than a rail planter? Any thoughts are appreciated.

either of those soils will do the job
 
Rail planter, then some fertilizer / plant food to give them, (and water) should be good to go.

When do i need to add the fertilizer/plant food? How many plants should i put in that rail planter? I was thinking 3.

plant food if in granular form can just be added into the soil itself when you pot the plant. If you do water soluble fertilizer you can just do it every other week or something. (follow instructions on the brand / product you buy). Tomato food / fertilizer is usually widely available and works well with peppers.
the planter is 1 cubic foot aka 7.5 gallons, depending on how big you want your plants i would say 2.

Should i use either fertilizer or tomato food, or both? 

Would I notice a big diff if i used the pro mix over the majestic earth professional, or would the difference be negligible?
 
I'm using that very same Pro Mix right now and could not be happier with it. Add some extra perlite or pine fines though. Mine are fed with Espoma tomato tone and Espoma bone meal and are doing great!

One of these? 4-4-4, or 8-8-8, or 2-7-4
