What on earth is this???

Damn it is!!!
I just took all the leaves of that have it. My poor jalapeño plant is nearly bald!!
Is removal of infected leaves really the only non-toxic option??
Some places are saying neem oil, imma go ahead and spray it, can't hurt and I've already got it......
 
Since it's easy to perceive where leaf miners are, removing the impacted leaves is sufficient - they're not where you don't see trails. Ideally you put those leaves into a zipper bag so they couldn't come out and complete the life cycle….
 
I may try spinosad.
Sometimes it feels like as soon as my peppers went outside every pest in the Los Angeles area got a memo to attack.
