All plants are not created equal and grow differently.

I don't know what you planted, but you'll find that the hotter peppers tend to grow slower than the mild peppers. E.g. A jalapeño will quickly out grow a habanero. This is why most people stagger their plant times.

Genetics... Mine have not moved much since I transplanted them into the ground 2 weeks ago. I am hoping they are just growing large root systems!

I have definitely found this to be true.  But, be patient, and everything will be ok.  I have had some plants that I had very little hope for, that ended up producing a ton of pods.
