    There are one or two products that are claimed to have living bacteria (BMC for one), but most are inert. Top dressing crumbled Dunks has given the best control in my experience. Not to say you probably couldn't add to a tea brew with good effect, I'm just not sure it wouldn't become microbe fodder.

    I don't believe you'd use the word sir if you knew me :D May have been burn from the neem. Oil falling out of solution in the sprayer/on the foliage, or exposure to sun soon after could cause burns. Concentration and ratio of soap:oil may be another factor.

    Chitosan, potassium silicate, compost tea and/or commercial innoculants, insect frass. The list goes on. Really depends what pest/pathogens are a major issue in your area. Some people are nutty proactive. I tend to respond like a spastic afterwards.

    Anytime, any place.   That said, it depends what you made it from. Depending on the concentration (re: some recipes lean towards nutrient slurry, which is great for mature plants), you'd need to water it down a bit.
