Feel the leaves as well, my jalapeño plants have not just droopy leaves when they need a good soaking, they also get soft instead of hard. Your plant looks kinda smallish to me.

I do window sill based growing. I do need to move the plants from south facing windows to west facing window and back each day to get to about 7 hours of sunlight on a sunny day. The windows are 145 cm high, so enough for the plants in the pots that grow in peat moss that is about 25 cm high...
