I would worry more about the horse piss (ammonia) concentration in it if it was never cleaned out.  I used to clean out horse stalls as a kid and the ammonia headaches were fierce.  Dried cow patties would probably have much less piss on them.

My grandmother and uncle have always used rabbit manure as the main component in their gardens and get great growth.  However they do additionally fertilize with other things throughout the year also.
