I usually start feeding 1/4 strength fert when they get their second set of true leaves. Peppers don't like alot of fertilizer just feed them something with a balanced nutrient number like 10-10-10.

Well they need no light until they sprout then you can turn on the light. The 10k bulb will work but being only 17 watts with that many seedlings you will need more light within the second or third week. You can use solo cups until you move them outdoors. Just remember keep the soil moist not...

It should cover a 4x4 area fine. I wouldn't line it with anything the inside should have a reflective surface. These bulbs get hot and it would be hard to make anything stick to the inside.

Well I ended up getting a 175 watt metal halide instead just wasn't sure the hps color would be best for young plants.

If you have a strong place to hang the whole unit you will just need to wire a plug to plug it in. If not you will have to separate the ballast from the hood and socket. As for as how far to keep it from seedlings I'd say about 2' above them.
