what they said (thanks for typing it out for me dudes)

try also peppermania.com (very highly recommended)

try to stay away from places like ebay for seed unless the sellers are reputable as many will sell poor quality or incorrectly labelled or crossed seed and tell you it is best quality.

The only problem you might run into is that the plants become too big before you can plant them out. Depends on the space you have at your disposal...

alright thanks a lot guys....looks like I'll buy some seeds on payday.....would I have a problem planting in mid december?
Plant a few as soon as your get them and a few every couple days or so. This will help fine tune your germination technique. And I love seeing them poking up around Thanksgiving (late Nov.) anyway. It takes the edge off life to see new lives starting all winter long, when everything outside is froze to death.:D
I think pubes should be started as soon as possible so they finally fruit in one season.

Welcome from Prescott, Arizona - Where tonights temp will be about 26 or so F

Welcome from Australia mate.... You can plant all year round if you have the correct setup. Can get pretty expensive though..

There are lots of threads regarding lots of different ways to grow your chillis...Just have to do a search.
