There is a commercial product called Prine. The folk who developed it did so after it was discovered there is a natural germination retardant in many plants. No clue if peppers have it. It is an evolutionary protection against drought. If one year is dry, some of the seeds wont even try to germinate until next year when it has a better chance of survival. i had one do that last year , slowly raised it up tied it with a nylon stocking , put good ol' electrical tape on it and it healed twice as strong before it broke ! just get it out of the storms and wind till it mends . it'll be fine ,
