That's a prime candidate for cloning. Just a clip below soil surface and into the cloner. Two weeks later, 2 plants instead of one and and anchor.alkhall said:

I started the seeds February 7, the one germinated February 24.
I do not know when the second germinated, but judging the size, it must have been early to mid-April.

There is a commercial product called Prine. The folk who developed it did so after it was discovered there is a natural germination retardant in many plants. No clue if peppers have it. It is an evolutionary protection against drought. If one year is dry, some of the seeds wont even try to germinate until next year when it has a better chance of survival. BSH said:Moruga Welder's CPR got a main stalk split in the greenhouse disaster but I was able to keep it going with elastics...no clue how long it will hold, especially when the pods are pumping out, but it has grown big-time since the repair so we'll see how it goes!
