Funny you should say that. You might want to look at the provisos of your local city hall. In the UK (VERY few people know this), you CAN actually claim damages from potholes. The city councils have a budget set asides for these claims, but there are specific rules you need to follow.

I'd say if it was a city tree that bust your waterline, you've got a case (and if it was a city tree and a utility company's water line, then all the more reason, since either one or the other should have been the ones to fix it). Might be worth it to look at the city by-laws.
 
I know that they don't pay for broken tires. I doubt they will pay for the roots in my sewer line, but as with all things it is worth asking.
 
Thanks TB, I'm glad it got fixed too and my blessed wife has it all cleaned up and disinfected too. Ain't she great? Plus, the Doctor cut me out of my cast today and I now have a huge walking boot, that I get to take off to sleep, shower and for Physical Therapy. I am so happy and can't wait for a nice long hot shower, baths just isn't my thing AND I get to finally have a good nights sleep!

Thanks Mel. Would you beleive that I'm sitting on the couch with my foot up with nothing on it? In fact it has been since Dec. 16th that my foot has been free. It feels so good to be free! :)
