I started all of my Bhuts in wet paper towels inside open Ziplock bags. Every one of the seeds I started this way sprouted eventually. It takes time with them.
It would only cost you about $200 and a closet to replicate my setup.
The two MH lights are just security lights from Home Depot. The Fluorescent light is just an Aquarium\lizard light.
