    Look like chocolate 7s to me.  Chocolate is often a genetic variation of red anyways, it's possible that the vendor sent the wrong seeds (or you got a cross with something) but it's also possible that you got lucky and have a mutant.

    efficiency should also include bulb replacement costs...I've run T5HO bulbs daily for 1.5 years without having to replace them.  12 bucks for a four foot replacement bulb.  Can't beat that. 6500 lumens per bulb.

    Ambient window light is not enough to sustain an adult plant in most cases.  Put some grow lights on it maybe.  I recommend a T5HO ballast.

    Using florescent I'd only recommend T5HO bulbs.  Color doesn't matter with peppers as much, the high output bulbs can maintain decent enough heat for adult plants (a few of them at least).  Normally t5HO bulbs are 6500k

    I was here in June for vacation, it certainly does have around 22-23 hours of daylight and the other 2 hours are twilight, it never truly gets dark until August.  Connecticut is a very big difference from Alaska.
