It is possible to make a beer with almost no solids that drinks like a NEIPA if you were blindfolded. To be fair the hop oils will give it a slight haze.

 NE styles cover the whole spectrum of ABV, certainly not exclusive to Higher abv's. I've had NE session ipas and blondes under 5% to big triples and imperials. Some breweries do tend to brew a lot of Higher ABV stuff in the NE style, Other Half being a main one, but they also have lower ABV stuff too. NE Style really just represents the heavy dry-hopping and expressive yeast strains used resulting in the Hazy appearance no matter the actual style of beer being brewed.
