That's really vague...could be anything from mites to ants to ladybugs depending on your version of small. Pictures are a must with questions like that.

But since you said small, im gonna guess red spider mites.

I have some red tiny bugs on the underside of some leaves. can someone tell me what they are?

witghout a pic Im gonna have to go with red spider mites like DarkTrak mentioned if they are very tiny and crab like looking they are definatley spider mites

And if they are spider mites... don't use an insecticide, they're not insects and it won't affect them (except maybe piss them off). Try a nice strong blast of water or if that fails a miticide if they look like this:

they are long instead of crab shaped but do have tiny fine legs!

after looking at them again it could be!!
would neem work?

Those look like red aphids....

I had red spidermites a few weeks ago and they were different with more of a black body and red legs and under body.

I used this stuff on them and it killed them and has like 40 other bugs listed on the inside label including aphids and spidermites that it kills on contact but is safe to use up until the day of harvest.

Neem(or other horticulture oils) or soap sprays(fatty acids) will work by clogging up the pores and suficating the buggers. Use of pesticides like pyrethins may work at first before the mites start building up and breeding resistance to it which is why I always like to rotate my arsenal

I used Dr. Bronners Pure-Castle soap. It is an all natural soap and it worked well and did not damage the plants at all. I used peppermint, they have other scents, and I would assume they all work just as well.

Just make sure what ever you use, you try to spray it on at night or after your plants are out of direct sun for the day.... if you were to spray in the morning or middle of the day and it doesnt get a chance to dry before the sun hits your plants, all those little droplets are like magnifying glass's and you will end up getting some damage to your leafs.

I've been using that Garden Safe spray as well. I have yet to come across any bugs on my plants, other than flys, a ladybug, and a couple fireflies, so it seems to be working, unless I've just been lucky.

The garden safe stuff looks pyrethrin based so you'll probably want to rotate with soaps and/or oils so the pests don't build up and breed resistance.
Around here pyrethins are banned for outdoor use but anything with the name "garden" in it can still be sold but with with an extra label explaining its only allowed to be used indoors where bees or fish won't be affected

It likely just works on contact and will not work as a preventative measure
