Hints:

Connects two countries, but only one state.
From one town misspelt from Japan to a bad 1998 teen TV drama....
 
Depending where you start, it's either 399, or 250 one way....


My bad, I uploaded the wrong pic first off, has been changed, but all else is the same.

Another hint: there's not a lot of trees, even at heights close to sea level

When I drove this road back in 2001, the border was open 24/7, but only had customs personnel for 8hrs... Outside of those hours, you had to report to the police station.

The road is often closed over winter.
 
The highway existed at least as long ago as 1955, and possibly longer, as it was the only road access to XXXXXXXXXX until completion of the XXXXXXXX Highway in late 1955. The highway is closed in winter, and is hard-surfaced with Bituminous Surface Treatment.

The highway is so named because, along much of its length, it skirts the crest of the hills, giving looks down on the valleys. It is also one of the most northerly highway in the world at those longitudes.

further north, then it's probably a road in Alaska, as the AlCan is the hiway through Canada to Alaska.

Also, yes, it's green but no (big, tall, bushy) trees ... Not because it's polluted, but another reason? Hot? Cold? Altitude? Lattitude?
 
I'm going with Canada Hwy 2/Hwy9 through Dawson city-----which connects one STATE (Alaska) with the Canadian Yukon TERRITORY but does connect two countries..............

You are almost there. The road has a special name...

the teen drama is Dawson's Creek
the japanese city, Tokyo, pretty close to Tok (which is actually named after a dog.

So SL, half right
