I say when the culprit(s) is/are found, screw the justice system and just dip them into a vat of nuclear waste.
 
The first time could have been an innocent but dreadful mistake of some type. But TWO times?! Someone's gotta go to jail for that.

AJ - if you have Google Earth. Type in 'Galah st Rocklea QLD' you'll see the park with the creek (old pic from drought by the look)

Follow the creek to the right (East) and you'll see how much fun it's going to be to find them.
 
is it happening round about the same time every day, cos it could be an automatic system flush that is finding it way to the water course, or someone has hit a button that they shouldn't have and not told anyone,
either way it's gross incompetence and pure human stupidity.
whoever is doing it though should be made to drink some then take a bath in it
