Do you feel potatoes added to a chili nullify it's choice to be called a chili?

I find this to be split subject.

    Holy crap. This idiot actually made that recipe and THIS is their complaint?! Not the fact that the casserole actually calls for mustard, relish, ketchup and chili all mixed together. Their problem was with the CONSISTENCY of the final product?! I don't know what to say about that...
 
I followed this recipe exactly as directed, the potates completely dissapeared after baking and we were left with a bowl of soupy mush. Better off to use a bag of french fries as your bottom layer than instant or refrigerated mashed potatoes. Flavor was okay, consistency just awful.
