My bad, I should have written Katydid Nymph this little gut looks similar to the one you have.

It looks like a species of stink bug similar to ones we have here in Brisbane, they feed on leaves and buds of plants, if it is a stink bug you should get rid of it.

If it's too hot or too cold it will shock the plant causing growth to slow considerably, probably what's happening. Peppers are warm season crops that grow best at temperatures of 20-27C during the day and 15-20C during the night.
