So I've been growing peppers and other plants for several years now and this year I'm thinking about expanding my use of fertilizers. I only ever use cow manure and nothing else as fertilizer though I'm willing to open up to new ones as my plants aren't doing all that great.

On most of the leaves of my Jalapeno plant there are these weird bugs that sort of look like lady bugs but are not... They are somehow attaching themselves to the leaves with their mouth as if sucking something out of the leaves.. Could anyone help? Here are some pics.
