How true is it that if seeds float they are not viable to grow? I have about ten seeds and tried checking them by seeing if they float or sink, and all floated but one, and it barely sank.

My yellow scotch bonnet had decided it doesn't need leaves for some reason. It has lost the majority of its leaves over the last 36 hrs, all flowers of all stages have shriveled up to nothing, and there is some funny discoloration on the leaves. ANy ideas on whats wrong?
